Food Safety and Standards Authority of India monitors the production, storage and distribution of food in keeping with certain food safety standards in order to ensure that they are healthy and fit for human consumption. Among the various acts which form part of the Food and Safety Act of 2006 are the Prevention of Food Adulteration Act, 1954 , Fruit Products Order , 1955, Meat Food Products Order , 1973 etc. Ministry of Health & Family Welfare, Government of India is the Administrative Ministry for the implementation of FSSAI. To provide scientific advice and technical support to Central Government and State Governments in the matters of framing the policy and rules in areas which have a direct or indirect bearing of food safety and nutrition. The Association of Food and Drug Officials (AFDO) was established in 1896 to foster uniformity in the adoption and enforcement of safety laws, rules and regulations as they apply to science-based foods, drugs, medical devices and cosmetics. The Association of Public Health Laboratories (APHL) is the national nonprofit representing governmental laboratories that monitor and detect public health threats, ranging from lead contamination in drinking water to metabolic and genetic conditions in newborns.  Laboratories in public health serve as laboratory first responders, protecting the public from diseases and environmental health hazards.
The International Association for Food Protection (IAFP) was founded to provide information and expertise surrounding the latest food safety challenges and solutions to scientists, researchers, and specialists from around the world.  The organization publishes two food safety journals providing scientific articles and information, Journal of Food Protection and Food Protection Trends.
The National Environmental Health Association (NEHA) was created to establish a standard of excellence for environmental health specialists and sanitarians. Gs1 is a non-profit organization and is also actively involved in one of the components in food safety, which is traceability. Individuals that have knowledge in food safety can also step forward and do some health promotion.  However, it takes courage on part of an individual to step forward and speak up for their community, and very few people have that! According to an analysis by the Partnership for Food Safety Education (PFSE), academia, public health agencies and schools are the most active sources of food safety education in the U.S.
PFSE commissioned North Carolina State University to conduct the survey to identify the organizations most involved with food safety education, the audiences they serve, and the channels they use most frequently to communicate safe food handling messages. The organization released the results of its “environmental scan” at the 2014 Consumer Food Safety Education Conference on Thursday, Dec. The survey found that academia (including cooperative extension) is the biggest source for consumer educators, followed by public health services, Family and Consumer Sciences teachers and people involved with school food service, the federal government, and non-profit organizations.
The next most popular channel was the web, which is used by 36 percent of educators — mostly in the federal government. While cooperative extension represents the majority of educators who come in contact with consumers, the survey found that the government reaches the most people on an annual basis (through programs such as Food Safe Families, Cook it Safe and Fight BAC!).

Across the three most active groups, children and families with children are the primary targets for education — important since half of all foodborne illness hospitalizations are children.
One disappointing finding was that half of educators reported that they were not monitoring their organizations’ impact or don’t know whether they are. PFSE plans to host a webinar in February to dig deeper into the data and discuss how to allocate resources in the future. The NSW Government’s annual report card detailing food inspection activity in the food retail and foodservice sector across the state’s 152 local council areas was released on 31 October 2010.
The ‘Summary report of NSW enforcement agencies’ activities’ is compiled by the NSW Food Authority and reports upon the activities of councils, who under the Food Regulation Partnership, enforce food safety standards in the NSW food retail and foodservice sector.
According to an article at Food Quality News, nearly half of the employees with the FDA have been furloughed, while almost 70% of employees with the Centers for Disease Control and Prevention will be affected. The article also indicates that the CDC (Centers for Disease Control and Prevention) will not be able to support infectious disease surveillance or outbreak detection, although the agency will operate under a decreased capacity to process laboratory samples, and respond to investigation of outbreaks in an effort to protect U.S. Markem-Imaje is a world-wide leader in industrial traceability solutions, providing manufacturers around the globe with the highest quality industrial printing equipment including laser and thermal printers, inkjet printing solutions, inks, and more. FDA and the Department of Health and Human Services (HHS) submitted all of the draft proposed rules to OMB in November and December, 2011, and time alone is a good indicator that OMB, the White House, and the agencies have problems with the drafts.  Problems may become clear only when the FDA publishes the rules and the FDA and OMB release the submitted drafts.
Department of Homeland Security (DHS):  risk analysis, both foreign and domestic terrorism, and the interplay of their own responsibilities.
The Department of Agriculture is likely concerned with every word of these proposed rules.  Each proposed rule impacts more than $100 million on the economy, each appears to have a significant impact on a substantial number of small businesses, and each appears to require additional reporting and recordkeeping – implicating the core values and analyses underlying Executive Order 12866, the Regulatory Flexibility Act (RFA), and the Paperwork Reduction Act (PRA). Such an argument is hardly convincing and appears more tuned to supporters than any court.  Problems abound in the complaint.
Not later than 18 months after the date of enactment of the FDA Food Safety Modernization Act, the Secretary shall promulgate regulations ….
FSMA permits some use of interim final rules, but does not expressly except those rules from the requirements of the Administrative Procedure Act (APA) and the rule of construction requiring such express exception. The existence of some permissive interim final rule authorities excludes the interim final rule from use where Congress has not permitted its use. Even the suggestion of use of interim final rule is permissive, vesting the Secretary and FDA with discretion, not a ministerial duty.
The “deadlines” have no express consequences and the courts have required more than generalized requisitions amid the plethora of conflicting requirements lack of appropriations sufficient to fulfill them all.
The complaint at least correctly recites that Executive Order 12866 provides for the centralized review of regulations by OMB to ensure that regulations are consistent with applicable law and the President’s priorities, and that decisions made by one agency do not conflict with policies and actions taken or planned by another agency (and all things are waivable). At bottom, the complaint asks the court to substitute its judgment for that of the Administration, and ignores binding precedent in the Ninth Circuit. In general, courts are reluctant to find unreasonable agency delay because they are hesitant to question agency priority setting and allocation of scarce resources.  Where successful, lawsuits alleging unreasonable delay by FDA generally have involved delays much longer than the present alleged delay in FSMA implementation.

The complaint may serve some political purpose in bringing a small amount of political pressure to bear on the Administration, but, as a question of administrative law, it is ill-advised and premature.  The better course is methodical analysis, not a rush to judgment. De Leon recommends before actually buying food check for store cleanliness and the condition of cans, jars and frozen food packages. To keep food safe while shopping, De Leon suggests that separating raw meat, poultry and seafood from other foods and adding frozen foods and perishables last to the cart.
He also suggested that eyeballing fresh eggs for cracks and cleanliness and being mindful of transport time and temperatures can also be helpful. FSSAI has been created for laying down science based standards for articles of food and to regulate their manufacture, storage, distribution, sale and import to ensure availability of safe and wholesome food for human consumption. The Chairperson and Chief Executive Officer of Food Safety and Standards Authority of India (FSSAI) have been appointed by Government of India.

According to the survey, 90 percent of the people who consider themselves food safety educators use face-to-face meetings and presentations. Department of Agriculture is also impacted by the government shutdown, furloughing more than 1,200 employees and continuing inspections of poultry, meat, and egg products. He was a scientist by profession and made successful break through in the field of scientific innovations.
