But those stores catered mainly to upscale shoppers, and their demise raised questions about whether Gresham could support sought-after gourmet grocers (city leaders would love it, for example, if Trader Joe's came to town). The 20-year-old Food 4 Less was a different animal: giving price-conscious shoppers great deals, especially on meat and produce. It was a popular concept, and even at the end, the store was serving about 9,000 to 10,000 customers a week, owner Mike Leech said. But in 2005, the 5-year-old Wal-Mart discount store in Wood Village tore down its western wall and built a full-scale grocery on the side. She used to duck into the Gresham Food 4 Less a couple of times a year, because on its best deals, the store had prices 30 to 40 percent lower than mainstream stores.
They pondered whether to cater more to Latino and other ethnic markets, like the 82nd Avenue store does, but studies showed the Gresham store was on the periphery of the city's Latino population, already served by a growing number of independent ethnic markets.
East Multnomah County simply had too many stores, and independents such as Lamb's and Food 4 Less couldn't outlast a competition with bigger chains, Brake said.
