Catherine TrevisonDespite the vacant parking lot and empty cart returns, the outdoor speakers at the Food 4 Less in Gresham were still playing "Stairway to Heaven" last week. Ten years ago, grocers were blanketing east Multnomah County neighborhoods with new offerings. But some developers and existing grocery owners feared the newcomers were counting on growth that has yet to materialize in places such as Pleasant Valley and Springwater.
Since 2002, Gresham has lost two new QFC stores: one lasted 14 months, the other four years.
But those stores catered mainly to upscale shoppers, and their demise raised questions about whether Gresham could support sought-after gourmet grocers (city leaders would love it, for example, if Trader Joe's came to town). The 20-year-old Food 4 Less was a different animal: giving price-conscious shoppers great deals, especially on meat and produce. It was a popular concept, and even at the end, the store was serving about 9,000 to 10,000 customers a week, owner Mike Leech said.
But in 2005, the 5-year-old Wal-Mart discount store in Wood Village tore down its western wall and built a full-scale grocery on the side. She used to duck into the Gresham Food 4 Less a couple of times a year, because on its best deals, the store had prices 30 to 40 percent lower than mainstream stores.
They pondered whether to cater more to Latino and other ethnic markets, like the 82nd Avenue store does, but studies showed the Gresham store was on the periphery of the city's Latino population, already served by a growing number of independent ethnic markets.
East Multnomah County simply had too many stores, and independents such as Lamb's and Food 4 Less couldn't outlast a competition with bigger chains, Brake said. As Henry Porter walked down the brightly polished aisles of the new Food 4 Less market in Athens, he glanced at the fresh red and green apples stacked neatly in a row, the mists of water refreshing the vegetables and sighed in disbelief. After several months of construction, the new, 80,515 square-foot supermarket opened its doors, welcoming shoppers to a new bakery, meat and seafood counters, deli and much more. But the opening of the Food 4 Less, signifies more than just a place to buy fresh fruits and vegetables—it is an $11 million-investment by Food 4 Less and its parent company, Kroger, signaling their commitment to Athens and the entire Second District.

In addition, the company presented $5,000 in grants to Washington High School and Middle College High School.
Porter and other community leaders met with the store’s management to discuss what items and amenities would work well, such as a new community room for residents to use, bright lighting in the parking lot and a close relationship between the security company, the Sheriff’s Department and residents to ensure safety.
Also, Kroger has shown a commitment to healthier and greener communities with their Food Waste Recovery System in Compton, a first-in-the-nation renewable energy project that converts food and other waste from Ralphs and Food 4 Less stores into clean energy.
Porter, meanwhile, said he was eager to make his shopping rounds and would buy some bell peppers and fish and cranberry juice. The store was unable to survive the grocery competition in east Multnomah County, its owners said. Every few minutes, a car rolls by the empty store and a perplexed shopper learns the news: East Multnomah County's grocery wars have claimed another casualty. And they believed the big chain competitors had deep enough pockets for lengthy price wars that could extinguish the new stores. She wanted to buy and freeze a well-known holiday meal special, which includes turkey, ham, rolls, canned vegetables, 5 pounds of potatoes and pie for $24.95. Barb Schmidt of Northeast Portland, for instance, first pushed a cart at Food 4 Less about nine years ago but now does most of her weekly shopping at WinCo.
They cut costs as much as they could, but there was no way to slash basic expenses of maintaining the 60,000-square-foot store.
The old Food 4 Less, which was located next door, was showing its age, with cracked linoleum, cramped spaces and offered customers little variety with regard to produce and fresh meats. More than 100 full and part-time employees have been hired and approximately 75 additional jobs expected due to this expansion. That facility opened last May and is anticipated to generate enough renewable energy to power 8,000 homes a year while reducing 134 tons of waste per day. Wild Oats (later Whole Foods), WinCo, Wal-Mart and QFC entered the market here for the first time. Her journey would not succeed without remembering to put Faith first, Family second and Work third.
