You can use them as is but you can also use them with the wonderful 3D features of the application (this does vary depending on the the version). If you are using a stroke then the option is the 3D menu 'new 3D extrusion' though to do this, the stroke has to be added once or more times to a layer. These are high-resolution brushes in different shapes and textures perfect for creating a beautiful sky masterpiece. To expand the compressed zip should take only a double click with most modern OS (on the mac, the archive utility will appear). They work particularly well with the wonderful new scripted patterns (edit menu fill command) of PS CC 2015 and CC 2014 along with the pattern stamp tool and also the new layer fill content pattern command. You can then save the end result to a new PNG which can be also added to the ABR panel via the edit menu define command.
You can then rotate and revolve as well as apply all the usual extrusions and twirls etc to the new layer and you can then also manipulate the lights etc to add even more to the stroke.
Many different PNGs including shadows, scattered arc brushes, noisy, curved, multiples, loose, thickening, calligraphic arc brushes, outline, extrude, dotted, pen stroke and more. If you do need some additional software to expand the artwork set then I would suggest a quick search on google or Bing for 'free unzip software' but a very good utility that is cross platform is the free Stuffit Expander from Smith Micro. As a smart object, you can also edit the stroke at any point via the edit contents option in the properties panel. You can also use the powerful layer menu command convert to linked which will save it as a PSB file.

Personally, I prefer to export the layer as a DAE or OBJ file (seems to be more universal) and then import into a tool like Carrara and render it there as the render takes forever in PS and also I am happier manipulating the 3D object in tools such as Carrara and Poser and Daz Studio. You can modify the PSB file at any point changing all the dabs (such as replacing or modifying the source) at any point combined with all the effects. Hopefully PS will eventually bring an easier 3D space and toolset to the application but I am not going to hold my breath.
With the October 2014 update, the smart object has not changed but you can now use those with new creative cloud libraries. Drag the smart object from the image into the library and the item can then be used in any future project. This is a great way to save work in progress as well as creating a backup of all your work as well as a safe storage of the items included in this set. The CC libraries also mean you can quickly use the presets in Illustrator and at some point, hopefully, most of the applications in the Creative Cloud. The arc brushes can be stored in the CC libraries as well as adding them to a backup disk or another cloud service.
