The website for Heart of Texas Hot Air Balloon Rides states that it has balloons capable of carrying 24 people. Sixteen deaths would rank the accident as one of the worst hot-air balloon crashes in history, surpassed only by a crash in Luxor, Egypt, that killed 19 people in February 2013.
Speaking to The Associated Press just before leaving for Texas to lead the crash investigation, NTSB board member Robert Sumwalt said he was studying the board’s recommendations from previous hot air balloon accidents.
A photo posted on social media apparently depicting the accident showed a balloon in the air with huge flames spurting underneath. But neither the utility spokeswoman nor investigators could confirm whether the power lines had been involved in the crash.
Grosof said it appears the balloon in the crash was operated by Heart Of Texas Hot Air Balloon rides, which is based in New Braunfels, according to the Better Business Bureau. Margaret Wylie, who lives near the scene, said she heard a pop outside the house and went out to the porch when she heard another pop. Authorities have not said where the balloon took off, though Caldwell County Sheriff Daniel C.

The officials spoke on condition that they not be named because they weren’t authorized to speak publicly. Grosof said it’s likely a crime scene and they want to make sure they do everything correctly with the one shot they have.
But a spokesman at the scene, Erik Grosof, said teams from that agency and the Federal Bureau of Investigation were being dispatched to determine how the crash unfolded. The site of the crash appears to be right below the overhead lines, though authorities haven’t provided further details about what happened.
Texas Department of PUBLIC Safety has confirmed that 16 people were killed on Saturday morning after a hot air balloon caught on fire and crashed near Lockhart. Law told AP it's the kind of situation where people can walk up and buy a ticket, unlike an airplane, which would have a list of names. Cutting through that farmland is a row of massive high-capacity transmission lines about 4 to 5 stories tall.
Grosof said at a news conference that the NTSB has deemed it a major accident and a full-bore investigation will begin Sunday when more federal officials arrive.

Previously, the worst in the country occurred in Colorado in 1993 when a wind pushed a balloon into a power line, which separated the basket from the balloon and killed six people. The site of the crash appears to be right below the overhead lines, though authorities haven't provided further details about what happened.

At least 16 people were on board the balloon, which Federal Aviation Administration spokesman Lynn Luns.
