I'ma not sure you even need to worry about wiring in the frog.I helped a friend install N Scale, Atlas, Code 55 and pooked around with a multi-meter. RickHSearch long enough and you will find a prototype for just about anything you desire to build on your model railroad. If I were you, I'd still solder a wire to that frog tab and drop it through a hole in the roadbed. Perhaps this photo will illustrate why some of us feel that it is important to power the frog:As you can see, both right-hand wheels on the front truck are sitting on the frog, and both right-hand wheels of the rear truck are sitting on the movable point rail, which is not hardwired to power. I will have the ability to change the polarity (direction) with the power pack (of the two hooked up)that will operate the track through the Selector, I believe.Now, back to the original question. Code 55 track has nickel-silver rail, finer brown ties and a smaller, more realistic rail cross section than traditional N Scale Atlas track.
The red & black wires are for powering the rest of the turnout since I use insulated rail joiners all around my turnouts to support the CTC signalling system.

Nevertheless, I would argue that for anyone who is interested in smooth, slow speed operation, it is good practice to aim to have as many wheels as possible picking up power, just to minimise the risks posed by dirty wheels, flakey power feeds, etc..
Does the wire go to the common connection to the power pack or to the block connection on the Atlas Selector or does it matter?
