The  term cloning refers to the placing of a computer chip into a mobile phone with the purpose of permitting modification of the handsets electronic serial number (ESN). The ESN is used by the Cellular Network to verify that the caller is the legitimate owner of the phone and will pay the cost of the call. The cloning procedure may also involve modification of the MIN (mobile identification number) implying the clear purpose of placing fraudulent calls at the expense of the legitimate owner of that MIN.
In a shocking revelation, the Parliament was notified today of over 1,300 cases of IMEI cloning in India between 2009-2012. Deora shared that the Department of Telecommunications (DoT) had issued instructions to mobile phone operators to not process calls from handsets with IMEI numbers not available in the updated IMEI database of GSMA, no IMEI numbers or one with all zeroes. In September this year, the Parliament was informed that as many as 18,000 mobile phones were found to have the same IMEI number.
An IMEI or International Mobile Equipment Identity number is a unique 15-digit code that is assigned to a handset and is unique to GSM, WCDMA and iDEN mobile phones as well as some satellite phones.
Cell phone cloning refers to the act of copying the identity of one mobile telephone to another.


Cloning involved modifying or replacing the EPROM in the phone with a new chip, which would allow one to configure an ESN (Electronic Serial Number) via software. Cloning has been successfully demonstrated under GSM, but the process is not easy and currently remains in the realm of serious hobbyists and researchers.
It’s remotely possible that someone did clone the phone (and that Verizon is wrong about it being impossible to clone), but did it before and not just for those few calls. Yes, there is a way, or should i say, there are several ways to check if your phone has been cloned or hacked.
This clone may be directly to the phone or, today more commonly via the mobile phones SIM card (Subscriber Identity Module). Reports went on to confirm that the Patna police have arrested six persons for changing the IMEI numbers of cellphones and SIM cards without the phone owner's permission.
Furthermore, cloning as a means of escaping the law is difficult because of the additional feature of a radio fingerprint that is present in every mobile phone’s transmission signal. All I can think of as an alternative explanation is that someone from Verizon played a prank on you by making those calls in name of your phone number (which I’m guessing technicians within Verizon could accomplish if they wanted to, but I could be completely ignorant about that).


You may request your cellphone records and double-check each of your outgoing calls and data transfers to be sure that you are not making calls or transferring data that you are not aware of. Although cloning of IMEI numbers is not commonplace yet in the case of CDMA handsets, instances of cloning in the case of GSM handsets are aplenty. Mobile phone companies can use the mismatch in the fingerprints and the ESN and MIN to identify fraud cases.

But it is hard to believe that someone would go to the trouble to clone my phone just to make a couple free calls in the middle of the night.
