Finally, Brief Four recommends policies and strategies, as well as future research, to the fields of economic, workforce, and transit-oriented development to link low-income communities with career-ladder opportunities. Although limited collaboration exists between the three distinct fields covered in the Moving to Work project - Economic Development, Workforce Development, and Equitable Transit-Oriented Development - existing opportunities lay the groundwork to better link the fields together and ultimately connect low-income communities with career-ladder opportunities. But for low-income students at the nation’s best universities, work-study continues to place a divide between those in need of financial aid and those who aren’t. The same goes for other schools, of course—anywhere receiving significant financial donations (and high tuition) may very well have the means to allow low-income students to forgo a job.
