I would think there is some sort of hydraulic relief valve on the rod end of the cylinder that would permit the drive to kick up.
Just a thought, since Mercruiser stern drives have a Kick up to prevent catastrophic damage if you hit something at speed.

That is the same conclusion I came to after I found the schematic. However, I can't figure out the purpose of what looks like a spring in the hydraulic cylinder? Now that you got my curiosity up I did a little digging and found this:SEI?s stern drive trim cylinders undergo an extensive testing process. Thank god for that relief system because I would have granaded way more than my outdrive last fall. Contact the seller- opens in a new window or tab and request a shipping method to your location. Import charges previously quoted are subject to change if you increase you maximum bid amount. The drive went full-up, and afterwards I had signs of fluid in the water, and a trim motor that runs but doesn't do anything. There is a hydraulic lock from your reverse interlock switch mounted on the transom which prevent upward drive motion while in reverse. We're planning our move-in for this weekend, so I'll be doing my main troubleshooting in a few days.
Each trim cylinder is tested before shipment to ensure that there are no leaks, that it has full range of motion, and can withstand pressure. If you reside in an EU member state besides UK, import VAT on this purchase is not recoverable. As far as I could tell immediately afterward, the drive was 'free-floating', NOT locked in any position.

Since the hose isn't likely to let fluid by, it stands to reason those o-rings certainly could. The cylinder must be able to expand outward very quickly in the event of impact on the drive.
Since typical drives put up with tremendous pressures during full-throttle driving and trimming up or down, I can't really believe the massive torque of my 120hp 4-bangers (ahem) would create enough pressure against the rams to blow anything? The newer Merc sterndrives(which you have) have the reverse lockout built into the trim pump.
The relief valve consists of three ball bearings sitting on individual holes with one spring exerting equal pressure on all three balls. It seems the rams would have to suddenly move a lot of hydraulic fluid out of the way to allow the drive to kick up-- would that fluid end up in the water? The balls must seal on the holes or the piston will leak hydraulic fluid from the high pressure side of the trim cylinder to the low pressure side.
I'd love any info-- If all I have to do is refill the fluid reservoir, bleed the lines, etc etc, and be done with it, that would be fantastic! The piston also has a smaller reverse direction one-way relief valve that allows the trim cylinder to reset after such an incident.
