BRUNEIAN Mohammad Fanddy Roslan was struggling to make ends meet when he left school in Form Three eight years ago, but he is now employed in an energy company that has “changed his life”.
The 28-year-old was never academically-inclined, but he took a leap of faith and enrolled in a welding course as part of the Energy Industry Competency Framework (EICF) at the Mechanic Training Centre (PLM), Institute of Brunei Technical Education. The Energy Department at the Prime Minister’s Office (EDPMO) and Ministry of Education launched the EICF in July 2013 to equip Bruneians with skills to make them more marketable in the oil and gas industry. The EDPMO had identified the need to provide training that will help align vocational and technical graduates with industry needs. A previous report said 86 per cent of the first batch of 244 EICF Industrial Skill Qualification graduates are still working in the energy industry after completing their training. Acting Principal of PLM Dr Sheikh Luqman Sheikh Abd Hamid said the number is a measure of EICF’s success because the graduates are still at their respective jobs after two years. He said 14 per cent of the graduates had opted to pursue higher education, while some decided to join the military. The students who underwent training at PLM and attachments with the industry were immediately employed by companies after they graduated. Mohammad Fanddy said the six-month training at the centre and six-month work attachment in an energy company as part of the EICF had prepared him well for his job. He is currently employed by Petroleum Brunei Services Sdn Bhd, and seconded to Sahid Sdn Bhd as a junior welder.
During his first four months of working in Sahid, Mohammad Fanddy said the company’s Health, Safety and Environment (HSE) Department was looking for staff to train and become HSE officers.


Looking forward to being promoted as an HSE coordinator, he said his target now is to obtain higher qualifications in Nebosh (National Examination Board in Occupational Safety and Health). Mohammad Fanddy said he is grateful to the Energy Department at the Prime Minister’s Office and PLM for giving him the opportunity to start his career in the energy sector. Another EICF graduate, Ahmad Afiq Hj Matassin, said he was unemployed for two years before completing the EICF gave him a new lease on life. The 26-year-old was also approached to learn about HSE at Brunei LNG Sdn Bhd after completing his Rigging and Slinging course at PLM last December.
After PLM, he went for training at Adinin Training and Development Centre in Seria for two months, before being attached at Brunei LNG for another two months. Itt was at Brunei LNG where he was approached by his superior whether he wanted to learn about HSE. Ahmad Asyraf Abdul Aziz, who completed the Marker Fitter EICF-ISQ programme, said Brunei youth should not be choosy as taking the course offers good career pathways. The 23-year-old said he initially joined PLM for its National Trade Certificate II, but decided to try the then newly introduced EICF-ISQ programmes after hearing about it. Immediately after leaving the centre, he was employed by Sahid Sdn Bhd as a fitter mechanic where he carries out maintenance work. The centre’s Head of Energy Department Norjanah Jafaradin, who taught all three students, said where they are now is testament to the EICF-ISQ programme’s success in achieving its objectives, including reducing unemployment.
Dr Sheikh Luqman credited the success to the partnership with government agencies and the energy industry. He said energy industry players are approaching the centre for graduates to work with them. Sheikh Lukman also attributed the programme’s success to the regular review of the courses, which is done every six months to stay updated and relevant.
Several registered training organisations from the energy sector who are registered with IBTE, train the centre’s students on industry requirements and prepare them for work once they graduate. Pg Hishamuddin Ali Pg Jaya Indera Pg Hj Mokhtar Puteh, managing director of Syarikat Pakar Tenaga Bersatu (PTB), said they had just completed training their third group of welders since they started teaching students last year. What motivated them to train the students was knowing the students would be able to do a lot more if equipped with proper skills and training.


Pg Hishamuddin Ali said he is proud of all the students who have completed their training and are now working in the industry, adding that some of them have gone beyond welding.
