The research, by Sara Heller of the University of Pennsylvania (Penn), found that a summer jobs program significantly reduced violent crime by African-American teenagers for as long as a year after they stopped working and returned to school.
The regular summer jobs program consists of working 25 hours a week for 8 weeks at a public sector job, such as being a camp counselor or tending a community garden. Launched in March 2014, Pathways to Progress is comprised of four core program paths: entrepreneurship training, civic engagement opportunities, mentorship, and summertime employment, that seek to help urban young people, ages 16-24, increase their employability in an environment of high joblessness within this age group.


Through Summer Jobs Connect, the Citi Foundation, with the Cities for Financial Empowerment Fund, is setting young people on the path to economic success through summer jobs in Chicago, Los Angeles, Miami, New York and San Francisco.
Now, a new study finds lasting effects from a surprisingly simple and relatively low-cost intervention: a summer job. But Heller wondered if giving the teens jobs could also lower sky-high crime rates among a group in which one in five has an arrest record and a similar proportion has been the victim of a crime. Summer Jobs Connect is also bringing together city agencies and community partners to share effective strategies for leveraging resources and mitigating costs associated with youth unemployment.
