Comparing December 2014 to December 2013, the state has added 105,200 total non-farm jobs and 114,200 in the private sector. And over the last year, the downstate region (New York City, Nassau, Suffolk, Putnam, Rockland, and Westchester counties) has added 113,700 jobs, an increase of 2.2 percent.
On the other hand, the 52 upstate counties have added just 21,000 jobs, an increase of 0.8 percent.
Much of the discussion around raising the minimum wage will focus on whether it leads to a decrease in jobs.


One economic theory holds that if you increase the (or create a) minimum wage, employers will lay off some employees whose marginal value is less than the new minimum wage. If you look at just private sector jobs, the state added 30,100 jobs, an increase of 0.4 percent.
Historically the unemployment rate, when it dropped, would drop in New York City and it would stay static upstate. The unemployment rate has decreased both upstate and downstate since the peak of the recession, but upstate counties still have high unemployment rates and are adding fewer jobs.
