Legislative action includes governors' proposals, bills currently moving through the state's House or Senate, and legislation enacted since the beginning of 2018. Other action includes failed or blocked legislation and governor comments about wanting to raise salaries without an official proposal. The unadjusted salary data are estimates for the 2017–18 school year based on survey responses from state education agencies.
