About the QEP The Quality Enhancement Plan (QEP) is the component of the accreditation process that reflects and affirms the commitment of the Commission on Colleges to the enhancement of the quality of higher education and to the proposition that student learning is at the heart of the mission of all institutions of higher learning. Core Requirement 2.12 requires an institution to develop a plan for increasing the effectiveness of some aspect of its educational program relating to student learning. Within the context of their own particular Quality Enhancement Plans, member institutions must specify realistic, measurable student learning outcomes appropriate for their focused topic.
Within the context of the QEP as a requirement for reaffirmation, the Commission on Colleges broadly defines student learning as changes in knowledge, skills, behaviors, or values. Selecting the Topic Developing a QEP is a recursive rather than a linear process, much like any other important, deliberative, and reflective planning and writing. Since Core Requirement 2.12 demands "a broad-based institutional process identifying key issues emerging from institutional assessment," an exploration of the institution's culture (including considerations such as unique historical circumstances or geographical setting), strategic planning, goals, mission, and assessment results is a good place to begin the search for an appropriate topic. Whatever the source of inspiration, institutions should ensure that the QEP clearly establishes the importance of the topic so that peer evaluators can understand its value and appropriateness to the institution.
A critical factor in the selection of the topic is the determination of the scope of the initiative.
Successful QEP topics skillfully balance significance and institutional capacity and stem from a realistic assessment of what the institution can afford and what the institution can expect to achieve in the time allotted.
Viable QEP topics include, but are not limited to, enhancing the academic climate for student learning, strengthening the general studies curriculum, developing creative approaches to experiential learning, enhancing critical thinking skills, introducing innovative teaching and learning strategies, increasing student engagement in learning, and exploring imaginative ways to use technology in the curriculum.

Caffeine is absorbed rapidly by the gastrointestinal tract and enters the bloodstream within 15-45 minutes of consumption, with peak blood concentrations evident about one hour post-ingestion.  Its rapid absorption rate makes caffeine an effective pre-workout supplement, since it doesn’t need to be “loaded” for days or weeks, and you can take it in a targeted manner just before a competition or training session. Improvements in endurance performance following caffeine intake have been observed consistently in events lasting 15-120 minutes at an intensity of 70-75% VO2max, in time trial performances (simulating competitive events such as the 10k), and in time to exhaustion tasks in cycling and running.  A possible explanation for these improvements may be that caffeine alters substrate utilization (energy source) during exercise by decreasing reliance on glycogen (carbohydrate stores) and increasing dependence on fat stores, the latter of which is we have in relative abundance in our bodies compared to glycogen. Research on anaerobic power output and caffeine is also inconclusive, but evidence suggests that in activities lasting at least 60 seconds, caffeine can provide an ergogenic effect.  Most studies looking at high-intensity, short duration efforts (such as repeated sprints or 30s Wingate tests) have found either improvements or no effect, but none have shown any negative effects. Weight-class athletes, bodybuilders and physique competitors may periodically use caffeine-containing products in addition to calorie restriction as a means of weight loss prior to competition. Caffeine has many potential benefits for performance and body composition alike, and appears to be ergogenic in most exercise situations.  Aerobic endurance performance is enhanced.

While the QEP is not expected to touch the life of every student at the institution, the topic does need to be sufficiently broad to be viewed as significant to the institution and as a major enhancement to student learning.
Doing so, however, demands that extra care be taken in demonstrating to the peer reviewers the institution's capacity for implementing and sustaining the initiative.
In all cases, goals and evaluation strategies must be clearly and directly linked to improving the quality of student learning. This is largely due to competitive pay, job stability, and good working conditions – for example, there is a high degree of collaboration among teachers. These include dedicated teachers colleges (there are 11 of these in the country), the departments of education at colleges and universities, and short, non-degree teacher training programs also housed in colleges and universities. While the starting salary is slightly below the OECD average of $31,687, the top of the pay scale salary is much higher than the OECD average of $51,317.
After WWII, there was a critical shortage in the number of elementary school teachers, and in response, the government established a number of teacher-training schools (called “normal schools”) at the secondary level, as well as non-degree granting teacher training centers.

Effects on maximal strength (1RM) have thus far been inconsistent, but caffeine ingestion does appear capable of increasing the number of repetitions to failure in exercises such as the leg press, bench press, and leg extension.  That being said, completing more repetitions during exercise may be of interest to bodybuilders or physique competitors who often use high-volume strength training to induce muscle hypertrophy. Over time, the focus will become sharper, the outline more certain, and the goals better defined. An institution might also develop a QEP that has been in the planning stages prior to the beginning of preparations for reaffirmation. On the other hand, it also needs to be focused enough to provide a manageable framework for development and implementation.
It is, however highly regulated with even part-time lecturers required to hold a teaching certificate, and therefore not an option for a majority of people. Teachers’ salaries are competitive with other professional salaries in South Korea, and even starting salaries are higher than the GDP per capita.
Graduates of normal schools were granted teaching certificates upon completion of upper secondary school, as well as graduates of high schools who completed an 18-week course at a training center. There can often be a large degree of difference in the quality of these programs, particularly among the shorter programs (teaching certificate programs and graduate schools of education) that seek to give students with subject-area bachelor’s degrees brief and basic training to allow them to become certified.
