In K-12 and university classrooms alike, there are forward-thinking instructors who would do anything to improve the education their students receive. In addition to shrinking budgets and limited resources, publicly-funded institutions have incredibly rigid budgets and complex processes for allocating those budgets.
This seems so hopeless that many startups have decided to completely ignore the existing system and start from scratch. There is another way for ed-tech companies to succeed, though, which I’ll call the “Trojan Horse” strategy, or “Disrupting from Within”. More recently, we’ve seen student’s own devices viewed as a potential learning tool rather than a distraction in class.
I think with the job market the way it is looking at education as an expense instead of an investment isn’t a good strategy. The report, Skills Beyond School, published earlier last week, compares the vocational training systems in 20 European countries.
Almost one quarter of the European workforce have the qualifications necessary for these technical positions, with almost 75% of overall employment growth in the European Union expected to be in the “technicians and associate professionals” sector. The report also discusses the need to expand higher level vocational programs, suggesting that it would be beneficial for people with industry experience to become teachers for these programs. The report was described by Simon Field, lead researcher for vocational education at the OECD, as “one of the broadest and most systematic studies of training and education systems internationally ever undertaken”. Germany's vocational education system pairs hands-on learning with classroom learning to give young people a leg up in the workforce. Most students complete their high school degrees between the ages of 15 and 18, depending on what type of school they attended. To look at how one of these training schemes work, let's take two imaginary students: Susanna and Andreas.
To begin, Susanna and Andreas approach companies to ask whether a trainee position is available. Despite a rise in the number of people going through the apprentice program, Germany's demographics can't keep up with demand. Students are accountable for both their academic and on-the-job learning throughout the program.
The majority of German high school graduates, about 60 percent, take the same road as Susanna and Andreas.

These programs pair classroom studies with work experience to train students for specific jobs following their high school graduations. There are seven levels of qualifications from Level 1 to Level 7.  National Certificate for Level 1 is recognizing the acquisition of a core of entry level skills.

The vocational curriculum is designed to balance the practical information gained at a workplace with more theoretical training. Certification of these levels are carried out by the institutions accredited by the TVEC and they are nationally recognized. Susanna's math class, for instance, deals with the different types of calculations a photographer needs. Andreas finishes the written section and is asked to perform a variety of tasks at a workshop, like making electrical connections using different cables. Susanna finishes her written and oral test and is given a handful of topics to photograph and print in a book by the end of the month. Both pass and are on the way to careers, a good result for a few years of additional education.
