A recent survey carried out by our Department of Economics has revealed that the combined strength of rural students in the four Universities of Punjab, including the Punjab Agricultural University, Ludhiana, is just four per cent. Following these startling revelations, the University took up the cudgels of addressing to the grave concerns of the rural down and outs by opening Neighbourhood Campuses in six remote and virtually written-off villages of Rampura Phul, Jhunir, Karandi, Sardulgarh, Rallah and Delha Sihan existing in the most backward districts of Bathinda, Mansa and Sangrur. The altruistic campaign of Punjabi University steered towards bridging the widening gaps between rural and the urban, rich and the poor, deprived and the privileged sections of the society is directed towards propagation of human values in general and rural upliftment in particular.

The National Service Scheme being implemented by the NSS Department helps students to participate in different programmes of social service and national development. The transport Department of the University runs a fleet of buses for linking the campus to various parts of Patiala city. To keep pace with global thought processes and for updating of contemporary consciousness, every year the University has undertaken series of Lectures, Seminars and Conferences. In order to ensure academic freedom, the University departments organize seminars, symposia, conferences and works-shops every year. He has a total 25 years of teaching experience in Khalsa College, Dev Nagar, University of Delhi, which includes a seven-year stint as Principal of Sri Guru Gobind Singh College of Commerce, University of Delhi. Dr Jaspal Singh has authored well-acclaimed books including, Raj da Sikh Sankalp, Sikh Dharam te Rajniti, and Sri Guru Granth Sahib: Sadivi Prerna Sarot, besides over 200 scholarly articles on Sikh history, religion and on issues of national and international politics. Earlier having established a full-fledged Department of Guru Granth Studies and Guru Gobind Singh Department of Religious Studies, the University has published first of its kind, the Encyclopaedia of Sikhism in four volumes. It all started with the opening up of Yadavindra College of Engineering at Talwandi Sabo in 2004. By implication, this means that of the total Rs 165 crore budgetary allocations by the Government for the Universities in the state, the rural students get a share of just about Rs 7.30 crore, while the population of ruralites is more than 66 per cent. The most significant aspect of this magnanimous venture is that the village panchayats of these areas have donated over 300 acres of land costing more than Rs 100 crore.
Spearheaded by the earnest efforts of the Vice-Chancellor, Dr Jaspal Singh, foundation stone laid of another Regional Centre was laid by President of the Shiromani akali dal, Mr Sukhbir Singh Badal at Jaito recently. To cater to the ever-increasing needs and requirements of the media industry in the country, the University has envisaged a plan to create a hi-tech, state-of-the-art Media Centre for its students of Journalism and Mass Communication to comprehensively train them for their quicker absorption in the profession.
Most of the departments are being funded by national and international agencies and have developed tie-ups with industry, having undertaken several consultancy assignments.

With this, the University is destined to earn the rare distinction of becoming the first University in the region to impart instruction in these specializations. While the University finished a close second in the National Youth Festival last year, it is almost sure of winning the Overall National Sports Championship this year having cornered overall best positions in the men's and women's categories of events. There is a main Library containing a large amount of books and journals on several areas are available. It is housed in a spacious modern building and stocks more than 4,15,000 books and subscribes to several hundred journals. This part of the library has 41,548 books on Punjabi Language, Literature, Punjab History and Culture. The Centre as well as the all teaching Departments are equipped with the latest computers and software. Well maintained sports grounds and facilities for games such as hockey, football, cricket, basketball, volleyball, athletics etc. A well equipped Health Centre with qualified physicians and paramedical staff is at the service of the students round the clock.
To make the University a vibrant global centre for Punjabi language, literature and culture, a new faculty of Arts and Culture has been created. Most of the departments have been able to mobilize additional research funding from UGC, DST, CSIR, Planning Commission, Government Departments and other official funding agencies. Concerted efforts are being done in developing a translation programme in Punjabi and English.
During his stint as India's High Commissioner to Mozambique and Swaziland, Dr Jaspal Singh played a stellar role in identifying newer areas of cooperation for enhancing the scope and vistas of understanding among the countries concerned. His variegated and a medley of presidential and keynote addresses at various national and international seminars and conferences have earned him the distinction of a versatile genius.
He has also remained General-Secretary of DSGMC, Founder Member of Punjabi Academy, Delhi, Member, Board for Centre for Dalits and Minorities Studies, Jamia Millia Islamia, New Delhi and Chairman, Harkrishan Public School, New Delhi. Another distinction that has come University's way during his tenure is the bestowal of highest 'A' grade by the UGC's National Assessment and Accreditation Council (NAAC), based on its excellent achievements in all areas. His explicit enthusiasm and honesty of purpose comes out vividly evident by the very fact that he has already earmarked Rs four crore for the establishing the Centre.
Looking at the environment getting continuously, callously and colossally polluted, he has created Punjabi University Environment Society to make the Campus 'polythene and smoke-free'. Rajiv Atma Ram, learned senior counsel appearing for the petitioner-College has requested the Court to relegate the matter to a Committee which may comprise of the Secretary or Additional Secretary, Higher Education, Government of Punjab and the Vice Chancellor of Guru Nanak Dev University, Amritsar (or the Registrar, so desired by the Vice Chancellor) which may go into the factual aspect of the matter as to whether the petitioner-College had fulfilled all the requisite requirements prior to the cut off date, if any. The Centre has now accomplished the unique distinction of launching the first of its kind a search engine in Punjabi. The University has also created special departments to promote research in Punjabi which include Department of Punjabi Literary Studies, Development of Punjabi Language and Punjabi Lexicography. The Encyclopaedia, inter alia, contains complete details about Sikh history, philosophy, theology, art and architecture, customs, ceremonies and shrines etc. The University has carried out this formidable task in its own humble way to take the higher education to the doorsteps of ruralites and to address to the concerns of the donors of such vast infrastructure. We recognized the reality of collapse of school education in rural Punjab and quietly filled the gap by picking up students after tenth class.
We have already spent Rs 1.10 crore for the renovation, furnishing and making the latest equipment available to the students to the students of the Neighbourhood Campuses.
The Computer Centre of the University provides internet services to all its departments through LAN.
The Department is successfully running an Outdoor Patient Department (OPD) in the University's Health Centre to treat the patients and provide clinical training to the students. The Theatre Repertory of our University has created a history of sorts by staging over 165 shows in more than 100 villages, town and cities of Punjab of its two productions, Mitti Rudan Kare and Neon Jarh, based on the scourge of drug abuse and female foeticide.
It has since developed in significant dimensions and acquired a distinctive character among the centres of education and research in the country. As a matter of fact it is only the second University in the world to be named after a language, the other being Hebrew University of Israel. Other infrastructural amenities include the library, which is an integral part of the University, which houses academic and research activities.

This included signing of agreement for the establishment of Indo-Mozambique Joint Cooperation Commission, Indo-Mozambique Draft Agreement for Cooperation and Indo-Swaziland Trade Agreement. The dynamic leadership of Dr Jaspal Singh saw Punjabi University snatching the initiative of hosting a two-day All-India Punjabi Conference on the occasion of its Foundation Day celebrations on April 30 and May 1, 2008. To grant financial autonomy and making the functioning of all the teaching and research departments hassles-free, Dr Jaspal Singh has approved Rs one lakh as an independent grant for their upgradation and strengthening their infrastructure.
After launching a 'pro-environment, anti-pollution' drive as a part of health and hygiene crusade, he has directed the Society members to ensure that no corner of the Campus remains unattended, lest it becomes a breeding ground for the weeds and poisonous animals, grow medicinal plants, carry out waste management and beautification drives to ward off the growing menace of global warming and greenhouse effect. The rich collection of over 1, 00,000 documents, of which around 58,000 have been donated by noted littrateurs and historians, add to the proud privilege of the Punjabi University. The University also has libraries at its satellite campuses at its Mohali, Dehradun, Malerkotla, Bathinda and Talwandi Sabo.
Such projects of English translation of Bhai Kahan Singh Nabha Encyclopedia of Punjabi, Punjabi translation of works of Nobel Laureates and starting of Punjabi folk youth festival for the revival and promotion of vanishing Punjabi folk art forms are certain concrete steps taken by Punjabi university to provide a fillip to the overall development of Punjabi.
The work having undergone several reprints testifies to the authenticity and catholicity of its contents, its terse style, its impeccable and flawless English idiom, has contributed a lot in fertilizing Sikh learning. This has also been done to tackle the problem of considerably low percentage of rural students (0.4%) getting higher education as a consequence of low quality education and utterly poor socio-economic conditions of these ruralites.
Responding to the repeated requests from village heads, the University has now planned to start new vocational courses in these Neighborhood Campuses from the forthcoming academic session like M.Sc.

The existing Regional Centres of the University include Guru Kashi Campus, Talwandi Sabo, Guru Kashi Regional Centre, Bathinda, Nawab Sher Mohammed Khan Institute of Advanced Studies, Malerkotla, Regional Centre for Information Technology and Management, Mohali, and Dr Balbir Singh Sahitya Kendra, Dehradun. The Centre and the Department of Computer science and Engineering alone have over 150 PCs and Severs. Guided by the patronage of Vice-Chancellor, Dr Jaspal Singh, it now has established an independent clinic at the local Senior Citizens Welfare Association Centre to provide treatment to the senior citizens suffering from different ailments. The scripts of the two plays address to the grave concern of the skewed male-female sex ratio and the ever-increasing drug addiction among the rural Punjabi youth.
The university campus is situated on the Patiala Chandigarh road, at a distance of 7 km from the main city. In fact the University has established the first overseas center for spreading the language as a foreign language at Espanola, New Mexico. There were only nine colleges - six professional and three art and science colleges located within Patiala, which fall within its jurisdiction. Arrangements have been made for faculty members and students who wish to carry out study and research in the field of Theatre and Television. Apart from conducting courses like MBA, BCA, PGDCA and CCA courses, the university also offers several vocational courses.
The Health Centre of the University is also remarkable where all the primary treatments are executed by qualified medical personnel. Apart from the above mentioned activities, the Department of Youth Welfare organizes Hiking Trekking, Mountaineering and Rock Climbing courses, holds Youth Leadership Training Camps, prepares the students for participation in All India Level Youth Festivals, organizes Rotract Club, Young Cultural Club, Lee Club and Youth Club. Several faculty members have won national and international awards in recognition to their research work. All this has established him as an erudite scholar and exponent of Sikh theology and its practice. An all-inclusive participation by Punjabis spread all over India engaged in diverse activities shared their ideas, thoughts, knowledge and experiences, paving way for further improving and fine-tuning University's endeavours in the direction of expanding the frontiers of Punjabi development. While Rs two crore have been earmarked by him for totally air-conditioning the Bhai Kahan Singh Main Library, Rs one crore have been reserved for centrally air-conditioning and creating a 100-seater auditorium in the only-of-its kind centre of comparative religious studies, known as Guru Gobind Singh Bhawan. His compassion for the rural poor has resulted into establishing another Regional Centre, sixth in row, at Jaito. D.S Patwalia, learned counsel appearing for the respondent-Guru Nanak Dev University, Amritsar also very fairly states that the request made by the petitioner may be accepted to that limited extent. It also contains all Punjabi newspapers, magazines, books, diaries and rare manuscripts pertaining to the 19th and 20thcenturies. Dr Balbir singh Sahitya Kenda, Dehradun stands out containing valuable collection of manuscripts, rare books, tracts and memoirs. The Encyclopaedia has now been put online to widen its horizon among religious scholars around the globe. To award a clear advantage to the rural youth where the Neighborhood Campuses have been launched, the University has made a provision of 50% reservation for the students from the concerned sub-division and the remaining 50% to be admitted from the rest of the rural Punjab. This has been done to redeem the deprived rural youth who find themselves haggard and dithered against the pampered passions of metroites and big-town-dwellers and leveling them up in all respects to fight it out in this world of convergence and globalization.
The University is thus trying to break away from the conventional ivory tower image through its outreach programmes and is helping the ruralites in every possible manner. Many departments including Journalism, Physics, Psychology, Mathematics, PSMS and Economics have their own computers labs.
The Health Centre of the University with qualified physicians and paramedical staff remains active 24x7 to cater to the medical needs of the students, teachers and the administrative staff. Sprawling across 316 acres, the campus is away from the din and noise of the city markets and roads.
