Well this was the case last week and I went out to start my 2004 f150 xlt, the motor was cranking but it was obvious the fuel pump wasn't running. Came up with the p1233 code and since they couldn't tell me what that was, I had to look it up online. The relay you will need to either swap with another from the same box, and substitue with a known good one. I replaced it and the truck started right up, but when i put it in drive it burnt another fuse. So I lowered the spare tire and sure enough the back white metal piece of the fpdm was oxidized and the green chip was exposed to the water. It is possible that the egr valve is stuck in the open position but I assume your engine idled before you changed the EVPS . Put the new one back on and went back and pushed the inertial switch a couple times and presto!
They told me that sometimes the computer has to recognize the new part and will put up the same code.
