To test the output of a golf cart charger, simply plug in the charger to the cart and use a multimeter by placing the probes on the incoming neg and post cables.
When a golf cart customer has to replace batteries that are only 2-3 years old, we like to determine if the golf cart charger is functioning correctly.

If there are drainage holes where the batteries currently are, then disconnect all the wires and keep them clear, otherwise remove batteries to some place, clean and elevated off the ground.
I think I would get the multimeter out and check the wiring before reinstalling the batteries. I wish you the best of luck with the salvage operation and completely understand the reasons behind it, but electrical motors, wiring and switches that have been submerged are not something I would count on.
Wire acts like a wick, I work on boats and have tried to cut back a few inches of a cable to get clean wire only to find the wiring under the insulation is completely black and crumbling. Even if you do all the labor of removing the components, Having an electrical shop clean, dip and meg test the motors, replace all the wiring and switches likely exceeds what you can pick up another used golf cart for. If the batteries were dunked up to the terminals, that is not to say that they cannot be used, but there is probably SOME irreversible damage done that will surely reduce the life of the batteries.
If the motor doesn't turn even when you have power there is a good change that the bearings in the motor have rusted and need replacing.
Newer models use a pulse-width-modulation (PWM) controller which is generally cast ("potted") in epoxy resin to make it waterproof. The golf cart service checklist provided below is arranged into three sections: service items specific to electric golf carts, those specific to gas golf carts, and those common to both.
Evaluate condition of high amperage “wear” parts such as F-N-R switch, wiper speed switch etc. Check and evaluate brakes, including cables, shoes, and drums.  Adjust or replace as needed.

Through reading our checklist, you can now be more prepared for your next golf cart service visit.  A little bit of preventative maintenance via a yearly golf cart service will go a long to prevent costly repair bills later. Two simple statements govern the rules for series versus parallel golf cart battery bank wiring. The golf cart battery bank wiring configuration shown below is very commonly used in the E-Z-GO TXT golf car product line as well as many other vehicles. For the purpose of this discussion, it is irrelevant if your golf cart has a DC or AC power system, a series wound motor or a separately excited version.  The power supplied to the controller or inverter is most commonly supplied from a golf cart battery bank using individual batteries wired in series to provide a higher useable voltage. A 48 volt golf cart battery bank wired in a series circuit is also very common in this industry.  However, there are several combinations of individual battery voltages which can provide 48 volts. Before connecting any of the main power leads, positive or negative, be sure to always test across the main battery bank terminals with a voltmeter to ensure you have wired your golf cart battery bank correctly and that the voltage equals what you expected (i.e. This entry was posted in Maintenance Tips, Tutorials, Wiring Diagrams and tagged 36 volt battery bank, 48 volt battery bank, golf cart batteries, golf cart battery bank, series battery bank wiring, series circuit by Michael Williams.
Make sure the battery caps are firmly in place, then using a good brush (not a wire brush) and copious amounts of clean water -- clean the batteries and the battery box. Batteries made now don't have to have distilled water, from the instruction sheets I've read in the last ten years. So make it part of routine maintenance to clean them before they get in the state as shown in your photo. Unless the relay that switches the power from the batteries to the motor is sealded shut, I think it would be a good idea to open and clean it before you get a short-circuit or before it gets stuck in the ON position. Additionally the commmutator will probably need to be cleaned and the brushes need checking if they can still move and press on the commutator. The specifics may vary between dealers, but to ensure you receive only the highest level of work,  we have developed this checklist to help consumers know what items should done for regular preventative maintenance each time your cart goes to the shop.

The automatic discharge test regime will discharge the golf carA batteries at the appropriate BCI rate and displays the run time in minutes at the end of the test. Remove all rings or jewelry from your hands and arms, and use insulated tools If possible.  If you are unsure about making power connections with this much potential current, please stop and do some research with trained golf cart professionals before proceeding. In a series circuit, the current through each of the components (batteries) is the same, and the voltage across the circuit is the sum of the voltages across each component.
The top of this illustration is oriented to face the front of the golf cart.  In which case, the top right battery in our illustration represents the front passenger’s side battery. Further, if a battery cable connecting the individual batteries breaks or is disconnected, the circuit is not complete and will not allow the golf cart to move due to low voltage. If removed, put them back in the battery box and reconnect the wires, making sure the terminals and battery posts are clean using an appropriate wire brush.
The discharge test can be restarted momentarily to allow for measuring individual cell voltages. The Battery Discharge unit requires no AC power to operate and requires little training for operation. In a parallel circuit, the voltage across each of the components is the same, and the total current is the sum of the currents through each component. A multifunction display and microprocessor control logic board ensure the accurate measurement and display of the information you need. The PA201X has a very wide range and scales forA measuring the specific gravity in battery cells from 1000 SG to 1400 SG.
Additionally this precision battery testing tool automatically adjusts for temperature so your techniciansA don't have to. The Automatic Temperature compensation built into the PA 201X relieves the user of the responsibility to measure temperature and apply a correction factor when taking readings.

Battery Cube isn't efficiency; 30-150mW earns four stars, 150-250mW three stars, and it handles pinch-to-zoom.
