This email appears to have stemmed from discussion about a 411 directory.  However, the Federal Communications Commission says it would still be illegal to call a cell phone for telemarketing purposes even if the wireless 411 directory took effect. The directory would be opt-in only, and the list of numbers would not be made available to telemarketers.
There is another email that claims you need to update your number with the Do not Call Registry because it expires. If you have or had a business relationship with a company within the last 18 months, they can call you without being considered a telemarketer. If you made an inquiry or submitted an application to a company, they can call you for three months. Once your number has been registered for 31 days, telemarketers should not be able to call.

You can also call 888-382-1222 from your cell phone to place your number on the National Do Not Call Registry. What is irritating is I called this number months ago and they have started calling more than ever. REMINDER all mobile phone numbers are being released to telemarketing companies and you will start to receive sale calls. However the assertion that your phone numbers are about to be released any moment to telemarketers has actually been floating across the Internet as far back as 2004, and they were not accurate even back then.
In fact the FTC released information on its website dispelling the messages and providing useful and factual advice about telemarketing companies, the DNC and your cellphone, which you can read here. It is also claimed you will be charged for these calls unless you call the DNC (Do Not Call Registry) and block your number. I have already registered ALL of my numbers and the calls that I was already getting from sales calls ALL day stopped within 2 days.

All cell phone numbers are being released to telemarketing companies and you will start receive sales calls. I use VoIP phones because I can easily change the numbers when I start receiving unwanted calls.
I suggest picking a user friendly theme and playing around with it before you make it public. YOU WILL BE CHARGED FOR THESE CALLS To prevent this, call the following number from your cell phone: 888-382-1222. When the directory is ready, it will be available only as part of the existing 411 directory service, accessed by calling in and asking for a specific number.
