The achievement of universal primary education by the year 2015 by all countries was one of eight Millennium Development Goals (MDGs) set by the international community in 2000. Since then international efforts have intensified and increased amounts of aid have been channelled to some of the world’s poorer countries in order to help them meet this target.
The most recent evidence finds that increased aid disbursement for education lead to an increase in primary education enrolment, which is consistent with previous studies which have found a strong correlation between aid disbursement and increases in primary education enrolment. In spite of the positive correlation between increased education funding and primary education enrolment evidence suggests that raising the enrolment figures does not always lead to an improvement in the quality of education. The impact of aid disbursements on primary education should be considered not in isolation but take into account the interaction between different sub-categories of the education system as a whole. For instance, a UNESCO report found a link between pre-primary education and the ability to cope well during later years in school leading to lower drop-out rates.
Other subcategories in the education sector, in particular ‘education facilities and training’, ‘teacher training’, and ‘basic skills’ appear to have a direct influence on primary school enrolment, and so funding for these should be taken into account when increasing funding for primary education.
As the figure below shows tertiary education has received higher funding than all sub-categories since the mid-1990s, and even after the MDGs were agreed upon it has received more funding in general then primary education, which is rather surprising given that the current objectives place far more on the latter. Secondary education has benefited much less from the general increase in funding, and this might constitute a bottleneck in the future for primary education enrolment since funding for secondary education appears to further enhance the incentives for completing primary education.
As policy makers continue to pursue the goal of increasing primary education enrolment, it is good to keep in mind that there is a complex relationship between education quantity and quality. In five out of eight sub- Saharan Africa countries where household surveys on literacy information were conducted, it was found that less than 50 per cent of children who have spent five years in school were able to read a few sentences. It is clear that a major challenge facing policy makers has been, and continues to be, how to find a balance between increasing enrolment while at the same time maintaining and raising the quality of education. The total amount of aid disbursed does not have relevance for raising the quality of education, but how that aid is distributed within the sector is significant. Donors need to coordinate their aid to ensure that it does not have a Dutch Disease like effect.
Projects aimed at democratic development will be more successful if they engage both opposition parties and civil society.

Transitional Justice needs to ensure that gender justice is integrated into wider processes of reform. Aid aimed at improving urban services should focus on local government capacity, and connecting local populations to those who provide their services. The Cities Alliance and urban poor funds represent new channels through which donors can fund local urban poverty movements.
Looking at aid volatility at only the aggregate level hides the facts that volatility has different effects in different aid sectors.

Development assistance to health will be most effective if there exists a relationship of mutual accountability between donors and recipients.
Well-organized country health systems are vital if the MDGs on maternal and child health are to be achieved. It is more important to look for ways that aid can be used to strengthen local capacities than to seek proof that aid is working.
The Ministry of Rural Development has formulated a comprehensive Information Education and Communication (IEC) Strategy exclusively for Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). The strategy also aims at facilitating dissemination of right based provisions of the Act to ensure that the workers know their right to demand wage employment and exercise their right by applying for such employment as per their need.
Apart from a few recent studies, the CAG performance audit report on MGNREGA 2013 had commented on the lack of awareness among rural community about the Scheme.


The IEC strategy for MGNREGA enumerates the approaches on how the MoRD, the States, the districts, the intermediate panchayats, gram panchayats and the grass root level functionaries should implement the IEC activities and BCC activities in their specific geographical areas. The strategy also takes a detour from the conventional mass media driven approach in message dissemination, and focus on mid media and interpersonal media initiatives to ensure that the messages reach the target group in an effective and sustainable way. The IEC strategy has integrated into it a detailed media advocacy plan which intends to capacitate the MGNREGA system to respond to media on a continuous basis rather than reacting to it. The public is encouraged to participate and join  the run which will be staged on February 10, 2013, 5:00 am by the PRC-QC Chapter from Commonwealth Avenue to Quezon Memorial Circle. Virgie Rabino of NCDA IECD, herself a YV Coordinator when she was with LCDPFI, shared that less than 3% of children and youth with disabilities have access to education (Department of Education). Virgie, now part of the Council’s Information, Education and communications Division, spoke to Bulakenos with disabilities and support groups on their rights and privileges, according to the UN-CRPD and some local enabling laws last July 19, 2012 in Meycauayan, Bulacan.  As Young Voices Philippines’ past National Coordinator and the Philippine Team’s spokesperson at the 2011 International Abilympics in Korea, Virgie’s grasp of disability issues and corresponding stopgaps, helped the crowd appreciate what the government through NCDA, is doing for citizens with disabilities. Experience from the last decade indicates that this effort has been effective; a sizeable share of the progress towards universal primary education is due to a tremendous increase in education aid disbursements by donors. In general, doubling annual education aid per capita for a period of five consecutive years leads to a nearly six per cent rise in net enrolment rates.
Some sub-categories complement each other and funding in one subcategory may produce spillover effects elsewhere in the education sector. There also appears to be a complementarity relationship between primary and secondary education whereby, if funding for primary education is increased while supporting secondary education, it further enhances primary education enrolment.
Being able to learn, understand texts, and carry out essential arithmetical operations, is after all the ultimate goal of primary education. Similarly, evidence from Mozambique, Kenya, and Malawi suggests that significant improvement in school enrolment was not accompanied by corresponding increases in national reading scores, but rather decline or stagnation. International donors have often put pressure on recipient governments to simply increase school enrolment. The strategy aims to create awareness among rural people and other stake holders with special focus on MGNREGA workers about various aspects of MGNREGA. Beyond raising awareness, interventions at interpersonal level have been provided to ensure that individuals convert their awareness into action. Advantages of social media websites will also be utilized and importance will be given on the branding of MGNREGA at the grass root level.

A well-functioning secondary (or even tertiary) education system may enhance students’ incentives to complete primary school. The fact that children are spending several years in school does not necessarily mean that they are able to perform these tasks. That policy may have been counterproductive since it might end up emphasising quantity to the detriment of quality.
Nevertheless, the distribution of aid alone cannot guarantee the simultaneous increase in quality and quantity—it remains ultimately a challenge for national policy makers to overcome. For this, Social and Behavior Change Communication (SBCC) activities would be taken up by the states, at the grass root level.
Subsequently, the Ministry has now requested all the States to prepare IEC annual action plans and quarterly reports  for the FY 13-14 in respect of MGNREGA.
The strategy has identified the key messages of MGNREGA, information gaps and has classified its target audience.
