The National Emergency Management Agency, NEMA, has advocated the enactment of an enabling law that will make insurance compulsory for Nigerian traders and anyone doing business in the nation’s markets.
Such legislation if put in place the agency said, would go a long way in lessening the huge financial burden being faced by the agency in rehabilitating fire disaster victims in the South- East region, and Nigeria in general. Out going South-East Zonal Coordinator of NEMA, Major James Eze, made the suggestion  in Enugu, while reviewing activities of the agency in the zone in 2015, as well as its proposed programmes for 2016. Eze, insisted that the insurance issue should be taken seriously against the backdrop of incessant fire outbreaks in states of South-East zone over the years, which had thrown victims into serious economic hardship. He said South-East zone which comprises Enugu, Ebonyi, and Anambra states, had its own share of natural and human instigated disasters during the year under review, even as he urged state governments in the zone to strengthen their respective State Emergency Management Agency’s SEMAs for optimal performance. He added that NEMA also embarked on relief interventions in thirteen communities in Anambra State, while  Enugu and Ebonyi communities received seven each. The refugees, according to North East Zonal Coordinator of the agency, Mohmmed Kanar, took refuge in the three Camerounian towns, having fled across the border areas of Gamboru and Banki for safety early this year and last month.
The military screening, according to him, is to ensure they are genuine returnee refugees from Cameroun, before they are resettled at the Gubio road camp for Internally Displaced Persons, IDPs in Maiduguri.
The agency also last March repatriated over 600 Nigerian refugees from Bosso in Niger and Chad and resettled them at the 400 Housing Estate on Gubio road, Maiduguri. Of the 620 returning refugees, over 70 percent are women and children, while most of the children are below 12 years old. These, he said, required urgent collective action of the stakeholders to complement the steps taken by the Federal Government which has been providing necessary assistance to the affected persons through the National Emergency Management Agency. On the consultative meeting, Sani Sidi said it was designed to appraise the available structures, facilities, challenges and prospects for efficient and effective disaster management in the country. Effiok Cobham, the deputy governor of Cross River State, who represented Governor Liyel Imoke, while declaring open the meeting appreciated the role of NEMA in the improvement of disaster management in the country. He urged the participants to identify and advise government on measures that focus on disaster prediction and prevention.
