On Wednesday, the Environmental Protection Agency (EPA) quietly released their annual report on air quality trends.  You would never know it from picking up a newspaper or reading news websites, but the report contains great news. One reason that the American people do not know this is because the press does not report on it.  So far not one major newspaper has written a story about the good news in this air trends report—there’s nothing from the Washington Post, New York Times, Los Angeles Times, or any of the other major news outlets. It’s tough for the American people to lean to the truth about air quality when the media does not report the good news. It’s good that the air is getting cleaner, but we still need to remember that cleaner is not clean. Over the past month or so, the problem has become particularly acute, raising health concerns in neighboring parts of Asia, including Japan. As smoke from coal-burning power plants combines with vehicle exhaust and factory emissions, it produces a toxic smog that can become especially bad in winter. This cloud is now drifting slowly over much of eastern and southeastern China, and is even encroaching on parts of western Japan. Particles of this size can only be seen through an electron microscope and are easily absorbed by the lungs. They contain nitrates, sulfates, organic chemicals, metals, soil and dust particles, as well as pollen fragments and mold spores. There is a significant association between exposure to PM2.5 particles and premature death from heart or lung disease.
In the European Union, however, new PM2.5 regulations were put into force in 2010 that limit the annual mean concentration to 25 micrograms per cubic meter, with no daily standard. In heavily polluted Beijing, which far exceeds these levels, efforts are under way to reduce annual PM2.5 concentrations to 60 micrograms per cu. Western Honshu, including Hiroshima, Okayama and the Kansai region, also saw raised PM2.5 levels last month. In late January, parts of the city of Osaka logged a daily average of 63 micrograms and Kobe saw 41 micrograms. The Tokai and Hokuriku regions have also reported fairly high PM2.5 levels, as has the Tokyo metropolis. Attention is higher partly because of the severity of the cloud thoroughly engulfing Beijing this time. PM2.5 concentrations are likely to remain high going into March, just when the pollen season hits, the government warns. At the same time, howver, Prime Minister Shinzo Abe’s government is sending out contradictory messages on the issue.
Media pundits, however, noted that this Japanese expression was exactly the one used by the government when the Fukushima nuclear crisis erupted, and was unlikely to reassure the public.

The fate of the odd-even vehicle scheme will be decided on January 11 by the Delhi High Court which on Friday reserved its order on various pleas challenging the AAP government's ambitious pilot project which will continue till then.

Senior advocate Harish Salve, appearing for the Delhi government, submitted that the capital is piloting its first- ever emergency action to reduce peak pollution levels.
However, this submission was opposed by the petitioners who said the AAP government has carried out a pick and choose policy against car owners whereas 46 per cent pollution is caused by trucks. The Delhi High Court Bar Association (DHCBA) President Rajiv Khosla, one of the petitioners who has challenged the Delhi government's December 28, 2015 notification that brought the formula, said the data submitted by the government is not correct. During the hearing, Salve, who was accompanied by Transport Minister Gopal Rai, other AAP leaders and the Delhi government's Senior Standing Counsel Rahul Mehra, submitted that the scheme was for the benefit of the people. The bench, which was hearing 12 petitions challenging the odd-even formula, had on January 6 asked the AAP government to consider if it can be restricted to a week instead of a fortnight as it was causing inconvenience to the public. It had also sought data related to changes in pollution level between January 1-7 and said though it does not interfere with the policies, the government must think about it as the people were complaining about inconvenience being caused to them due to insufficient public transport. The petitions have been filed by various individuals, including lawyers, who have challenged the AAP governments' December 28, 2015 notification bringing into force the scheme which allows private cars having odd registration numbers to ply on odd dates and those with even numbers on even dates.
