We share evidence- and practitioner-based learning strategies that empower you to improve K-12 education. Social studies professors and authors William Benedict Russell III and Stewart Waters note in their book Reel Character Education: A Cinematic Approach to Character Development that film plays a significant role in our lives and pop culture, often provoking meaningful inquiry regarding social issues, personal values, and moral dilemmas. In many instances, film can function like a mirror, reflecting society and showing life with more focus and clarity. The Traditional Model uses a film like a visual textbook with the curriculum plan often including specific discussion questions and culminating activities relating directly to the film.
The Russell Model for Using Film adds the adherence of all legal requirements to the Traditional and Spring Board models, which includes obtaining permission from administration and students' parents or guardians to use film in the classroom. I begin by viewing the film ahead of time and noting specific questions (PDF) related to both the character virtue and the film. I introduce the character virtue, and the students share their current understanding of what that virtue is, offer examples of how it can be practiced, and discuss its importance to their own lives and to the society in which we live. My preference is to show students the entire film, as I think it's important for them to see the story arc of the characters. After viewing the film, I have students reflect on what they learned about the character virtues through the characters' actions. Next, the students brainstorm about real-life scenarios in which they might be faced with the choice to practice or not practice the character trait they've been discussing.

The increasing pace of economic activity in Lao PDR over the past two decades has contributed to an impressive reduction in national poverty rates. Rapid development has meanwhile led to some less positive impacts, particularly on the country’s natural resource base.
Two rounds of environmental performance reporting have occurred in Lao PDR, covering the period 2003 to 2011.
A strategic environmental assessment (SEA) on tourism in the Golden Quadrangle involved three northern provinces and the country also took part in a trade and transport SEA for the North-South Economic Corridor. Lao PDR is also one of CEP’s focal countries for climate change mitigation and adaptation work. Covering a total land area of 236,700 km2, Guangxi is a mountainous region with many scenic spots popular amongst tourists, including Guilin and Yangshuo.
Important crops in the province include rice, maize, sweet potatoes and wheat, while cash crops include sugar cane, peanuts, tobacco and kenaf. The value of total trade between Guangxi and other GMS countries expanded from $327 million in 2001 to $4,944 million in 2009, or about 20% of Guangxi's total foreign trade. CEP has facilitated Guangxi’s first attempt at environmental performance reporting, covering the period 2007 to 2011. Significant progress in building GMS government awareness and understanding of Strategic Environment Assessments (SEAs) as a decision-support tool. Seven pilot sites have been established under the Biodiversity Conservation Corridors Initiative (BCI), encompassing more than 1.2 million hectares and involving over 28,000 beneficiary households. Environmental Performance Assessment (EPA) is now well accepted in the subregion as an environmental monitoring and management tool. CEP’s is increasingly integrating climate change considerations throughout all of its work and is already contributing to GMS knowledge on adaptation and mitigation. CEP’s capacity building work has led to a progressively strengthened and secure role for the GMS Working Group on Environment to support the mainstreaming of sound environmental management within GMS economic development. However, these offices often only consist of a small number of staff, whose qualifications and skills may not necessarily cover all of the development sectors. Given that there is growing development pressure in Cambodian Provinces, and that the Department of EIA in Phnom Penh is tasked with extensive environmental review work, it makes sense to boost the capacity of provincial EIA officers. Understand current state-of-the-art international approaches to EIA implementation and follow-up. Understand the linkage between a proponent terms of reference - the proponent’s impact assessment documents - and EMPs. The training is funded by the GMS Core Environment Program and is being organized with the support of Cambodia’s Ministry of Environment.
Seek agreement with provincial stakeholders on their role in engaging in NESAP formulation and implementation. Environmental Impact Assessment (EIA) – also called safeguards - is an important approach to better design projects to minimize negative, and optimize positive, impacts.
The Core Environment Program is assisting GMS countries to develop and improve their country safeguard systems. In late 2014, the GMS Core Environment Program (CEP) initiated support to the Ministry of Environment (MoE) to identify issues and find solutions to improve the country’s safeguards system. In early 2015, CEP completed a review of current EIA practice in Cambodia and put together an action plan proposing 25 priority initiatives, many of which will require donor support.
Among the main issues identified were a lack of technical and institutional capacity, weaknesses in the legal framework, and that EIAs were often not following the legal requirements. The priority initiatives identified in the action plan covered capacity building programs, awareness raising, pilot strategic environmental assessment studies (for energy and mining), and improvements to EIA monitoring. A series of new Prakas’ (ministerial decisions) were also proposed based on a draft EIA law that is expected to be enacted when the country adopts its Environment Code, which is currently being developed. The MoE requested CEP follow-up support on two of the action plan’s capacity building initiatives both of which target weaknesses in the application of EIA in provinces. In November 2015, CEP delivered trainings in Siem Reap and Sihanoukville for around 60 EIA officials from multiple provinces. On 17-19 May, a 3-day training for provincial EIA officials from throughout the country will be held in Siem Reap.
Assess the effectiveness of SEA in the GMS, including the extent to which SEA outcomes have benefited policy and investment decisions. Build understanding of the challenges and opportunities countries face in applying SEA to policies and plans and the enabling conditions required to further its uptake in the GMS countries. Provide an overview of recent technical and analytical developments of SEA approaches and tools and the potential for their adoption in the GMS.
Use of SEA as an upstream environmental planning tool in the Mekong region as a useful compliance strategy for the Asian Environmental Compliance and Enforcement Network. Strengthening of the SEA system in the GMS will require an enabling legal environment, overcoming negative perceptions,  effective communication strategies, technical capacity development, and monitoring and evaluation systems. This 1st consultation workshop bought together government , civil society, and development partners working in the country's southeastern and southwestern provinces to inform them of the NESAP concept, process, and proposed policies and programs and seek their collaboration in its implementation. Through the discussions on Chapters 3 and 4, the NESAP team will aim to gain Task Force members' agreement on proposed policies, financing options, and priority programs and projects for implementing the NESAP.

Whilst the Government of Viet Nam has introduced new legislation and embarked on programs and projects to mitigate the environmental impacts of urban and industrial expansion, the effectiveness of these measures is not well known. There are indications, however, that mangrove forests are showing signs of a gradual recovery from an all-time low in 1995. The country also took part in two rounds of environmental performance reporting, covering the period 2003 to 2011.
Its abundant arable land, water, forest, fish, and wildlife resources have provided the raw materials for the impressive economic growth achieved over the last 40 years. Other issues, such as surface water pollution and the management of hazardous substances require further improvement.
In addition, it has made significant inroads in engaging the private sector in a variety of environmental initiatives. A biodiversity conservation corridor site has been established in the Tenassarim-Western Forest Complex and Thailand is a focus country for CEP’s climate change mitigation and adaptation activities. The economy of Lao PDR is largely resource-based and its continued growth depends on a sustainable environment. Degradation to forest and water resources are among a host of environmental challenge facing the country. A biodiversity conservation corridor site was piloted in Champasak province and is currently being scaled up through the Biodiversity Conservation Corridor project. Lao PDR was the testing ground for the application of Spatial Multi-Criteria Assessment (SMCA) on demand for rubber concessions. Like Yunnan Province, it has strong linkages with the GMS in areas including resources, culture, trade, transport and tourism. The province has a sub-tropical climate and a very rich ecological environment, with many species of plants.
Cross-border tourism is flourishing, with an estimated 2 million tourists crossing between Guangxi and Viet Nam border every year. The Guangxi-Cao Bang biodiversity conservation corridor site was established in 2009, part of an important transboundary landscape for both southern China and northern Viet Nam, one which is home to the critically endangered Cau Vit gibbon. Six SEAs have been completed in support of energy, tourism, and provincial level land-use planning, with their results increasingly informing GMS national socio-economic development plans. Interventions at these sites have helped improve local natural resource and biodiversity assets as well as social, financial, and human resource assets. CEP has successfully supported GMS countries in strengthening their institutional and technical capacities to collect, compile, analyze, and disseminate environmental data. To this end, national support units and an operationally cost-effective Environmental Operations Center have been established. It also appears that there has not been much in the way of donor support for capacity building at the Provincial Environment Office level. This 2nd consultation workshop bought together government officials from the country's northeastern and northwestern provinces to inform them of the NESAP concept, process, and proposed policies and programs and seek their collaboration in its implementation. Many investment projects in the region have unintended, but often avoidable, negative impacts on people and the environment. Some countries, such as PRC and Thailand, have well advanced safeguards systems and capacity. The objective is to strengthen the capacity of GMS countries to self-manage the environmental and social risks of development projects. Cambodia’s provincial authorities are responsible for overseeing the EIA process for investment projects up to USD 2 million in value, yet EIA officials widely lack the qualifications and training to fulfill this role effectively.
This training aims to strengthen technical capacity for monitoring the compliance of projects as they implement their environmental management plans. It incorporated measures for better energy security, lower investment costs, and improved environmental and social safeguards.
