Craig responds: I have found a white wire pigtail that dead-ends into a white wire nut and a blue wire that dead-ends into a white wire nut. I would not worry about whether or not the fan can accept a light until you can get the box wiring sorted out.
The load for the right slider-switch is connected to the cable entering from the top of the box. I only recall wiring a switch with two loads once, and it was not a single-pole single-throw switch, which these are.
